Apparently Blizzard knows the Dalaran orphan quest is broken and are trying to fix it. The problem is that anyone who did the quest last year can't do it this year. Apparently this problem is common in holiday quests. (So why hasn't Blizzard figured out they need to check for this before the holiday arrives?)

UPDATE: WOW Head reports the problem with the Dalaran quest won't be fixed this year so anyone who wanted to do this again this year can't.
