The online Rift manual has a section about the UI (pp. 12-24) that explains your action bars, the various panels (character, guild, raid panels, etc.) and more.

RiftLift.com is a site dedicated to customized UIs in the game.

They will allow folks registered on their site to submit their UIs to the site so others (you may have to register to download but this is not clear) can download it to a character. I believe Rift makes it easy to copy the UI you have set up for one character to your other characters.
